PPROBLEM TO BE SOLVED: To provide a fall preventing ladder and a receiving frame of a cover for an underground structure equipped with the fall preventing ladder high in production efficiency when produced and enabling a worker to safely going up and down when in use. PSOLUTION: The fall preventing ladder 7 derrickingly mounted into the receiving frame 1 of the cover for the underground structure is provided with a pair of frames 2 disposed at an interval, and a plurality of horizontal rods 5 arranged between the frames 2.
