PROBLEM TO BE SOLVED: To provide a welding method of a shroud glass tube on an arc tube and a manufacturing device for the same, wherein a secondary welding part is formed with little variation among products.;SOLUTION: An end part of the opening of a glass tube 20 is connected to a piping passage constitution member 98 for exhaustion and inert gas supply through a magnetic body sealing unit U capable of relative rotation, and the glass tube 20 is secondarily welded and sealed while rotating it around an axis 7, by a method of heating, melting, and secondarily sealing (shrink seal) the other end side 20a of a shroud glass tube 20, covering an arc tube main body 10 having a discharge light emitting part 12, arranged coaxially with the arc tube, of which, one end part 20b is primarily welded to one end part of the arc tube main body 10 from a side part, while exhausting the inside of the tube through an opening thereof, supplying an inert gas therein, and keeping the pressure of the inside of the glass tube 20 negative.
