The system has a pontoon (1) on which paddle wheels and hydraulic piston pumps are installed. The pontoon is coupled to a bearing case (5) that is provided at a bank or near to the bank by a cantilever beam (2). The cantilever beam has a framework structure whose upper flange and lower flange are made from pipes. A drive engine e.g. gear motor with clutch, is present in the bearing case. The bearing case is provided on a rotating assembly (75). The drive engine rotates an axle (4) around a vertical axis (62).
