The device has a rotary tool support (1) formed of an annular rotary body (2) with two external radial notches (4), where the tool support is equipped with two cut assemblies. Each cut assembly has a cutter-bar (7), a cutting blade (8) and a deflector (9). Elastic maintaining units (10) i.e. push button, maintain each cut assembly in one of the notch of the tool support. The maintaining units are arranged between a lateral sidewall (5) of the notches and one of the cut assemblies, and take back the cut assembly in a separated position of the sidewall of the notch of the tool support.
