PROBLEM TO BE SOLVED: To well measure the terahertz transmission spectrum of a substance highly absorbent for terahertz waves, without using an extremely thin liquid cell, a prism optical system, a silicon rod, and the like.;SOLUTION: The terahertz spectroscopic device is equipped with the gap part formed in a substrate 30 and an air clad type wave guide 34 circumferentially surrounded by the gap part so as to propagate terahertz waves between an input terminal 35 and an output terminal 33 in the substrate 30. A housing part (first and second housing parts 31A and 31B) for housing a measuring target is formed to a region, which contains a region through which the terahertz waves propagating through the waveguide 34 propagate as evanescent waves, in the periphery of the waveguide 34.
