PROBLEM TO BE SOLVED: To provide a participation type conference telephone system for automatically and efficiently constructing an inter-networking conference speech even when a conference speech is not established.;SOLUTION: Private branch exchanges A and B includes conference speech circuits (a) and b for performing conference speech by terminals A1 to A3 and B1 to B3, respectively, and networking-connected by VOIP(A) and (B). When the terminal A1 dials a representative telephone number, the private branch exchange A connects the terminal A1 to a conference party #1, and makes a connection request to the private branch exchange B by the conference party telephone number as the next connection destination. Since the representative telephone number in the private branch exchange B is equivalent to a conference party #2, it is connected to the conference party #2. In this point of time, the terminal A1 of the private branch exchange A and the conference party #1 and the conference party #2 of the private branch exchange B are connected.
