PPROBLEM TO BE SOLVED: To provide an image scanning device or the like capable of detecting the failure of one LED including LEDs at both ends in a main scanning direction without complicating wiring. PSOLUTION: The image scanning device includes: lighting circuits 15 in common to a plurality of light emitting elements connected in series; a light source 12 including the light emitting elements arranged in a line such that the plurality of light emitting elements connected to one lighting circuit are not positioned adjacently; a reflection means 210 for shading correction, extended in the main scanning direction other than the mounting location of a medium to be read; a photoelectric conversion means 209 for photoelectrically converting reflected light reflected by the reflection means; a lighting instruction means 22 for instructing lighting to one lighting circuit selectively from the plurality of lighting circuits; an area information table 24; and a failure determination means 23 for specifying the area of the photoelectric conversion means by referring to the area information table on the basis of the identification information of the lighting circuit when the lighting instruction means instructs lighting to one lighting circuit, comparing the size of the reflected light made incident on the area with a threshold, and determining whether failure is present in an individual light emitting element.
