PPROBLEM TO BE SOLVED: To provide an optical element for directing and reflecting light and a method of manufacturing the same; to provide window materials and fittings; and to provide a solar shading device. PSOLUTION: The optical element includes an optical layer having an incident plane on which the light is made incident, and a reflection coating formed in the optical layer. The reflection coating directs and reflects the light. The optical layer includes a first optical layer formed on a first primary surface of the reflection coating, and a second optical layer formed on a second primary surface of the reflection coating. At least one of the first optical layer and the second optical layer contains a functional group with high polarity, and the content is different between the first optical layer and the second optical layer.
