PROBLEM TO BE SOLVED: To detect a packet loss speedily through management of sequence numbers of only one stage in a receiver when packet sequence reversal does not occur in each network in a multipath environment with a transmitter connected to the receiver by a plurality of networks.;SOLUTION: A communication device has a plurality of sequence buffers that store packets until the sequence is checked and are installed for each network, and a missing detection section for determining the presence of packet missing has occurred when one or more packets are stored in all sequence buffers.
