Disclosed is a mobile communication system wherein a service area is constituted by a plurality of cells provided with base stations, and multicast data is transmitted from a multicast service delivery device to the base stations in the service area to thereby provide multicast services to mobile station devices which are present in the service area. When a session start request received from the multicast service delivery device includes a dynamic service area constituting identifier, a cell in which a base station supporting a mobile station device is arranged is determined as a dynamic service area, and the session start request is transmitted to the base station included in the service area. Thereby, the multicast data can be delivered only to the base station supporting a mobile terminal, and a mobile communication system, etc., which does not waste resources and which can perform effective communication, can be provided.
