PURPOSE: A lamp lighting device and a filament lamp are provided to reduce the size of the device by attaching a voltage detector to a filament which is easily disconnected.;CONSTITUTION: A filament(3) is installed in a light emitting plate(2). Inner leads(4a,4b) are connected to both ends of the filament. A feeding metal film(5a,5b) is installed on the sealing part of the light emitting tube.
