PURPOSE: A cooling module is provided to achieve a fuel battery cell to a starting temperature although water is used as a cooling medium and to produce surplus power by a temperature gradient of a thermoelectric element. CONSTITUTION: A cooling module is installed between a negative electrode separator(101a) and a positive electrode separator(101b) comprises a cooling channel part(80) containing a cooling water channel, and a thermoelectric element(70) which is respectively arranged in both sides facing the cooling channel part.
