PURPOSE: A method and an apparatus for calculating the bit rate of video contents are provided to encode each of video contents at an optimal bit rate instead of a constant bit rate. ;CONSTITUTION: A bit rate calculation device encodes video contents in an intra mode(S21). The device selects a representative GOP(Group Of Picture) by analyzing the bit generation amount of the encoded video contents(S23). The device encodes the made representative contents at a specific bit rate(S25). The device measures the image quality of the encoded representative contents(S26).
