PURPOSE: A fixed type heat exchanging device is provided to control the component of the converted vapor fluid or liquid fluid. CONSTITUTION: A fixed type heat exchanging device(1000), which can control a flow rate of fluid by using an automatic control method, is composed of a mechanism unit, an electronic circuit unit of solid, a microprocessor, an associated software and an control interface. A heat exchanger(100) has a pair of fluid passages and thermal radiating and absorbing functions. A pair of fluid passages pumps in single direction at multiple outlets of fluid passages.
