[Problem] To enable prediction of a water inflow to a water storage facility, taking into account water shortages and water surpluses. [Solution] An inflow prediction device (10) is provided with: a model database (21) that stores tank models; a parameter database (24) that stores settings for parameters to set in the tank models, mapped to 'low-water emphasis' and 'excess-water emphasis' emphasis types; an inflow prediction unit (113) that calculates a predicted inflow on the basis of tank models with low-water emphasis and excess-water emphasis settings set as parameters; and a predicted inflow output unit (117) that outputs a predicted inflow.
