PROBLEM TO BE SOLVED: To easily predict water decrease tendency of an inflow amount after a mean inflow amount to a prescribed place reaches a peak.;SOLUTION: A CPU 11 calculates a mean inflow amount per 6 hours on the basis of the inflow amount measured by a measurement part 16, and takes the peak inflow amount and an inflow amount of a peak next point by detecting a peak inflow amount in which the mean inflow amount is at a peak and the inflow amount of the peak next point in which the mean inflow amount after six hours from the time of the peak inflow amount or displaying the variation in the mean inflow amount per six hours on a display 18 to allow a user to perform an input operation. The CPU 11 fits the peak inflow amount and the inflow amount of the peak next point taken by any of the methods to a calculation expression of y=A/(2^B)x^B, and calculates a predicted mean inflow amount after six hours and in the future since the inflow amount of the peak next point is calculated.;COPYRIGHT: (C)2008,JPO&INPIT
