Provided are a copy management device, recording and playback device for an optical disc, read-only optical disc, and copy management method capable of resolving the conventional problem of increasing manufacturing cost by not requiring recording with a laser for each disc. A copy management device for controlling copying of content from an optical disc is equipped with means for switching processing of copy permission on the basis of whether identification information of the optical disc is identification information including individual identification information or identification information which does not include the individual identification information. A copying device for performing copying of content from the optical disc (recording and playback device for the optical disc) is equipped with means for transmitting type information of the identification information which indicates whether the identification information of the optical disc is identification information including the individual identification information or identification information which does not include the individual identification information. Upon an optical disc for read-only (read-only optical disc) is recorded, together with the identification information upon the BCA thereof, type information which indicates whether the identification information is identification information including the individual identification information or identification information which does not include the individual identification information. In addition, the copy management method for managing copying of content from the optical disc switches processing of copying permission depending upon whether the identification information of the optical disc is identification information including the individual identification information or identification information which does not include the individual identification information.
