PURPOSE: A block management and ship block transfer path determining method thereof are provided to rapidly select a path having the smallest interfere block by applying an interference block number estimation heuristic method. CONSTITUTION: A communication unit(12) transceives block transfer related information by wired/wireless communication. A display unit(13) visually displays information which generates when deciding a block transfer path. An input unit(14) inputs control command information to a control unit(11). A storing unit(15) stores program information for deciding the block transfer path.
