PURPOSE: An electromagnetic wave absorber and a formation method thereof are provided to produce the electromagnetic wave absorber having a wide absorbing band while reducing the thickness of a support layer. CONSTITUTION: A support layer(200) secures a resonating space of electromagnetic waves. A high-conductivity rear layer(100) is formed at the rear side of the support layer. A composite material sheet layer(300) is arranged at the front side of the support layer. The composite material sheet layer is composed of a compound including carbon nano material. The composite material sheet layer comprises complex dielectric constant capable of generating resonance peak and electromagnetic waves reflected on the high-conductivity rear layer. The complex dielectric constant is controlled according to the thickness of the composite material sheet layer.
