PROBLEM TO BE SOLVED: To provide a body cooler-warmer using Peltier elements for raising/lowering temperature of blood.;SOLUTION: A body cooler-warmer using Peltier elements 11, 11' includes: a pair of abutting faces 111, 111'; circulation parts 112, 112' for circulating water or a coolant; a heat exchange part for cooling or heating the water or the coolant; and a power source part 13 for supplying electric power to the pair of Peltier elements 11, 11'. The pair of abutting faces 111, 111' are partially a cooling face (heating face) with high thermal conductivity composed of the Peltier elements 11, 11', and made to abut on the skin around more than a half of the neck. The pair of abutting parts 111, 111' are provided with the circulation parts 112, 112' on the heating faces (cooling faces) of the Peltier elements 11, 11' on the opposite side of the face to be abutted on the surface of the neck.
