PPROBLEM TO BE SOLVED: To provide a system and method for managing a fraudulently passing vehicle, wherein attention is paid to the present situation that fraudulent passing of a following non-ETC vehicle occurs frequently in the case that a preceding vehicle is an ETC vehicle and a following vehicle is a non-ETC vehicle, the fraudulently passing vehicle is efficiently photographed, and the photographed image is preserved. PSOLUTION: Whether the vehicle is the ETC vehicle is determined. In the case of determining that the preceding vehicle is the ETC vehicle and the following vehicle is the non-ETC vehicle and when it is determined further that both vehicles are close, it is determined that the possibility that the following vehicle is to pass through fraudulently is high.
