PPROBLEM TO BE SOLVED: To provide a polyol composition for a spray-foamed rigid polyurethane foam, wherein water is used as a foaming agent and a heat-insulating layer of the rigid polyurethane foam does not shrink after application even when the spraying thickness obtained by one-time spraying is 10 mm or more. PSOLUTION: A polyol composition is provided in which 100 pts.wt. polyol compound contains 40-60 pts.wt. polyether polyol compound obtained with an ethylenediamine having a hydroxyl value of 300-600 mgKOH/g as the initiator and 10-30 pts.wt. polyether polyol compound obtained with glycerol having a hydroxyl value of 50-200 mgKOH/g as the initiator, and in which a foam stabilizer contains three types: (a) a cyclic dialkylpolysiloxane having 4-5 Si-O bonds, (b) a silicone polymer that is the co-hydrolysis condensation product of at least one selected from the group consisting of (RSP1/SP)Si(ORSP2/SP)SB3/SB, (RSP1/SP)SB2/SBSi(ORSP2/SP)SB2/SB, and (RSP1/SP)SB3/SBSi(ORSP2/SP) with Si(ORSP2/SP)SB4/SB, and (c) a copolymerized silicone compound.
