PROBLEM TO BE SOLVED: To provide an anisotropic reflection medium forming device, which forms an anisotropic reflection medium having high design property with an invisible boundary of a cell, and a mosaic image forming device or the like, which forms an image of mosaic pattern with features of a 3D model by using the 3D model as an input.;SOLUTION: In the anisotropic reflection medium forming device 1, a control unit 3 obtains various parameters or the like related to the cell 41 by a parameter input means 32, and calculates normal vector and depth information for each pixel by use of the 3D model 31. An edge formed by a boundary line with background or the like of the 3D model and a ridge having a large curvature radius on a surface of the 3D model are extracted from the normal vector and depth information determined based on the 3D model 31, to determine the arrangement angle and arrangement position of the cell 41.
