PPROBLEM TO BE SOLVED: To provide a new technique capable of realizing subjective video communication control considering user's values in the resource deterioration of a network and a terminal. PSOLUTION: Before entering an actual video communication, the way how received video is changed by action is presented to a user. Received video when no pseudo deterioration state is generated, and deteriorated received video when the pseudo deterioration state is generated, are presented to the user, thus determining action used when the deteriorated state of video is generated. Then, a pair of data on the deteriorated, received video is presented to the user, thus acquiring the comparison result of the pair from the user and calculating the information on the degree of importance of the state of deteriorated video by calculating the weight of the deteriorated, received video using an AHP method. When, entering the video communication actually, action is determined by using the user-defined information when the deteriorated state of video is generated, thus coping with the deteriorated state of video.
