PURPOSE: An embroidering machine controlling device and an embroidery data making method are provided to connect external files without controlling repeatedly the embroidering machine so that productivity enhances. CONSTITUTION: An embroidering machine controlling device comprises an input part and a controlling part. The input part receives external files for designing embroidery. The external file is comprised of components showing index values for getting numbers, characters and images. The controlling part comprises a template comprised of embroidery design with component information. The controlling part analyzes the information of the external files and generates final embroidery data by inserting the embroidery design of the image, number and character which are matched to each template.
