PURPOSE: A method for fabricating a functional fiber or fabric with heat insulation, heat emission, and heat storage functions is provided to easily and cheaply obtain the fiber and fabric. CONSTITUTION: A method for fabricating a fiber or a fabric comprises: a step of dispersing a carbon material of carbon black, carbon fiber, carbon nanofiber, or carbon nanotube in the water, an organic solvent, or a mixture thereof and preparing a dispersion solution; a step of applying the dispersion solution on the fiber or fabric by a spraying, dipping, scattering, or transferring method; and a step of drying the fiber or fabric. The carbon material is applied together with titanium dioxide, zinc oxide, alumina, zirconia, or silica. The fiber or fabric is a cotton, silk, wool, polyester, nylon fiber, or acryl fiber or fabric.
