The device (1) has a yoke (2) including a cable (3) passing through a main pulley that is rotatable to allow ascending and descending movements of the cable, where the cable passes over the pulley at intermediate position of the cable. The cable forms a loop (4) between one end of the cable and the pulley and another loop (4') between the other end of the cable and the pulley, so that the length of one of the loops is reduced when the length of the other loop increases and vice versa during cable movement. Attachment units (7, 7') are attached to the loops for hooking a person to be saved.
