PROBLEM TO BE SOLVED: To increase estimation accuracy for frequency error.;SOLUTION: A frequency error estimation device determines amplitude of a signal, which is converted from a received phase-amplitude modulated optical signal to a baseband digital electric signal, determines a phase of modulation component in the baseband digital electric signal on the basis of a phase noise estimation value and a frequency error estimation value at N symbols (N is a positive integer) before, for each of the determined amplitude, and calculates a frequency error with an inter-symbol phase difference of a signal whose phase of modulation component is canceled from the baseband digital electric signal.;COPYRIGHT: (C)2014,JPO&INPIT
