PROBLEM TO BE SOLVED: To provide a control device which can estimate a valve characteristic in the middle of a change of the valve characteristic, in an internal combustion engine with a multi-stage variable dynamic valve mechanism.SOLUTION: The internal combustion engine comprises a variable mechanism part 300 for changing the valve characteristic of an intake valve 31, a control shaft 340 for operating the variable mechanism part 300, and a motor 210 for driving the control shaft 340, and also comprises a multi-stage variable dynamic valve mechanism 600 for changing the valve characteristic in a multi-stepped manner by selecting one valve characteristic from among a plurality of preset valve characteristics. The engine control device 100 estimates the valve characteristic in the middle of the change of the valve characteristic on the basis of estimated change speeds of the valve characteristic before the change and the valve characteristic in the middle of the change of the valve characteristic, and variably sets the estimated change speeds on the basis of a machine rotation speed.
