PROBLEM TO BE SOLVED: To provide a covered substrate with electromagnetic shielding characteristics which ensures shielding of electromagnetic radiation, can be manufactured at low cost and simplifies covering of space, and to provide a method for manufacturing the same.;SOLUTION: A method for covering a substrate includes the steps of: a) preparing a substrate; b) applying a composition containing an inorganic compound and a conductive substance at least on one face of the substrate; c) drying the composition which has been applied in the step b); d) applying at least one covering containing silane, oxide particles and an initiator at least one face of the substrate to which the composition has been applied in the step b); and e) drying the covering which has been applied in the step d).
