PROBLEM TO BE SOLVED: To detect a vehicle hiding behind another vehicle when viewed from an image sensor.SOLUTION: A first image sensor 110 is installed in the neighborhood of an intersection in the opposite direction to the direction of travel of a road, and a traveling vehicle is imaged from the front face. A second image sensor 111 is installed at a roadside in the neighborhood of the intersection in the direction of travel of the road, and the traveling vehicle is imaged from the side part. An image sensor data processing part 210 inputs a pickup road image 119, and generates vehicle information 211 on the basis of the input road image 119. A coordinate map part 310 updates a vehicle information table 391 on the basis of the vehicle information 211, and updates mesh map data 392 obtained by plotting the vehicle on the basis of the road image 119. A tracking processing part 320 detects a vehicle whose detection has been omitted and a vehicle which has passed an imaging range on the basis of the vehicle information 211 and an old vehicle information table. The tracking processing part 320 updates the vehicle information table 391 and the mesh map data 392 on the basis of the vehicle whose detection has been omitted and the vehicle which has passed the imaging range.
