PROBLEM TO BE SOLVED: To provide a flow channel opening and closing device capable of opening and closing a flow channel at a high speed and capable of rapidly controlling a flow rate of a medium in a desired value when opening the flow channel, and a paper sheet processing device.;SOLUTION: The flow channel opening and closing device 20 includes two cylindrical casings 26 and 27 having two vent holes connected with a suction pipe and an exhaust pipe, two rotating plates 23 and 24 having four communication holes respectively which overlap with the flow channel of the suction pipe and the flow channel of the exhaust pipe in the midway of rotation, and two motors 28 and 29 independently rotating the rotating plates 23 and 24. Simultaneously with alternately opening and closing the two flow channels by rotating the one rotating plate 23, a rotation amount of the other rotating plate 24 is controlled, and the overlapping degree of the communication hole with respect to the opened flow channel is adjusted, and the flow rate of air flowing in the flow channel is controlled.;COPYRIGHT: (C)2011,JPO&INPIT
