PPROBLEM TO BE SOLVED: To provide a method and apparatus for manufacturing a rough copper wire, wherein fine cracks are hardly generated in a surface of the wire even when the wire is subjected to the drawing or the flat square working, and the rough copper wire having excellent workability is manufactured. PSOLUTION: The method for manufacturing the rough copper wire includes: a melting step of melting raw copper material to obtain molten copper; a continuous casting step of continuously producing a long cast ingot from the molten copper; and a continuous rolling step where a plurality of rolling units having a pair of rolling rolls 48, 58, are arranged and the long cast ingot as a material 22 to be rolled is rolled by each rolling unit. In the continuously rolling step, the ratio Vw/Vr of the transfer speed Vw of the material 22 passing through a space between the pair of rolling rolls 48, 58 of at least the final stage 55 or one stage 45 before the final stage to the speed Vr in the tangential direction at a working point P of the pair of rolling rolls 48, 58 is set to be in a range of 0.99 to 1.07.
