PROBLEM TO BE SOLVED: To simplify maintenance and management of a blacklist.SOLUTION: A partial URL generation part generates a partial URL where arbitrary character strings contained in a bad URL that shows a storage destination of bad resource information are combined. A neighborhood URL extraction part extracts from a network a neighborhood URL including the partial URL generated by the partial URL generation part. A bad URL decision part determines whether or not information stored to a storage destination designated by the neighborhood URL extracted by the neighborhood URL extraction part is bad and, when it is bad, decides to reflect the neighborhood URL in the blacklist as a new bad URL.
