The present invention can provide steel for nitrocarburizing which has a predefined chemical composition and, before nitrocarburizing, excellent machinability by cutting by having a structure in which the bainite area ratio prior to nitrocarburizing is greater than 50%, and after nitrocarburizing, strength/toughness equal to that of a carburized material of conventional steel, for example, SCr420 steel and provides more superior fatigue characteristics.
