The present invention relates to a device and method for managing the exposure order of an advertisement linked to the location of a client, which add a distance advertisement order calculated on the basis of the location of a connected client to a bidding advertisement order calculated in the order of advertisement price by bidding so that an advertiser may reasonably implement advertisements. The present invention includes: an advertiser managing module (202) that obtains information on an advertiser (300) wanting to provide an advertisement to a client (100) connected in a wired or wireless manner, and stores and manages the information in an advertiser DB (220); an advertisement registering module (204) that obtains information on a region where an advertisement is provided, and on advertisement details from the advertiser (300), stores and manages the information in an advertisement module DB (240); a bidding advertisement order managing module (206) that determines a bidding advertisement order in the order of a bidding advertisement price regarding the exposure order of an advertisement provided from the advertiser (300); a client location checking module (208) that checks location information on the client (100) connected to the wired or wireless internet; a distance-based advertisement order determining module (210) that compares the distance of a target region provided when an advertisement is registered based on the location of the client (100), if the location of the client (100) is calculated by the client location checking module (208), and reclassifies an advertisement order as a distance advertisement order by the distance to a client irrespective of the bidding price; and a distance and bidding linkage advertisement order determining module (212) that adds a bidding advertisement order classified according to a bidding price selected through the bidding order managing module to a distance advertisement order classified by distance to a client selected through the distance-based advertisement order determining module (210) so that a distance and bidding linkage advertisement order in which a distance is linked to a bidding price is finally determined, if the location of the connected client (100) is checked by the client location checking module (208).
