A resin-coated steel plate which can form a seamless can which exhibits appearance having stable brightness and a manufacturing method of the resin-coated steel plate are provided. A resin-coated steel plate used for forming a drawn and ironed can, the resin-coated steel plate includes: a steel plate; a first tin plating layer which is formed on a surface of the steel plate which becomes an outer surface of the can and has a free tin amount of #20 to #150; a first resin layer which is formed on the first tin plating layer and has a thickness of 0.01 to 3.0µm; and a second resin layer which is formed on a surface of the steel plate which becomes an inner surface of the can and has a thickness of 10 to 50µm.
