The present invention is provided with: an at-home detection means for detecting that a resident is at home; an exclusive user information storage unit in which information about a correlation between a resident-only specific electrical appliance (dedicated electrical appliance) among electrical appliances and the resident is stored; and a control unit for issuing, to an electrical appliance, a command indicating whether or not the electrical appliance can operate. When a signal requesting permission for use is received from the dedicated electrical appliance, the control unit determines whether an exclusive user and a resident at home are the same on the basis of the exclusive user information in the exclusive user information storage unit and the resident information detected by the at-home detection means. When the exclusive user and the resident at home are found to be the same, the dedicated electrical appliance is permitted to start operating.
