PURPOSE: An advertisement effect measuring system using a packet inspection device is provided to measure an exact advertising effect without affecting web page of an advertiser using a DPI(Deep Packet Inspection). CONSTITUTION: A packet monitor unit(100) comprises a packet inspection unit(100) for inspecting one or more packet which is transceived from a terminal device, a storage unit(130) for storing the preset location, a comparison processor(120) for sensing and extracting a packet which is transmitted to a prestored location, and an advertisement server linking unit(140) for transmitting packet information corresponding to the extracted packet to an advertisement server(200).
