The present invention relates to a manufacturing method for carbon paper by the wet sedimentation of ozone-treated carbon fibers with hydrophilic functional groups, carbon paper manufacture thereby and a fuel cell comprising the carbon paper and, more specifically, to a manufacturing method for carbon paper by a wet process which is characterized by using a carbon fiber dispersion containing carbon fibers in which surface is oxidized by ozone treatment, carbon paper manufactured thereby and a fuel cell comprising the same. The present invention is able to provide carbon paper with excellent conductivity and gas transmittance since carbon fibers have aeolotropy arrangement and are evenly dispersed.
