The present invention relates to a method for producing carbon paper for fuel cells, carbon paper produced thereby, and a fuel cell comprising the same. According to the production method of the present invention, it is possible to provide a carbon paper having low electrical resistance and excellent electrical conductivity and excellent gas diffusion ability when the carbon paper for a fuel cell is manufactured. As a result, the fuel cell including the carbon paper according to the present invention can provide a fuel cell having excellent water discharge capability, which is one of the factors that determine the performance of the fuel cell.
