The present invention relates to a method for manufacturing carbon paper for fuel cell, a carbon paper manufactured thereby and a fuel cell comprising the same. When manufacturing a carbon paper for a fuel cell by a method according to the present invention, a carbon paper which has excellent conductivity due to low electrical resistance and has an effect of excellent gaseous diffusion capacity. As a result, when manufacturing a fuel cell including a carbon paper according to the present invention, a fuel cell with an excellent discharge capacity of water which is one of factors affecting a performance of a fuel cell can be provided.
