The present invention relates to an ultraviolet generation lamp which comprises the following' an upper substrate including a cathode electrode on the inside, and an emitter electrically connected to the lower side of the cathode electrode; a lower substrate facing and combined with the upper substrate, and including a fluorescent substance layer formed on the surface where the lower substrate is facing the upper substrate and an anode electrode located on the lower side of the fluorescent substance layer; and a spacer vacuum-sealing the lamp by supporting the upper and lower substrates. The ultraviolet generation lamp generates ultraviolet rays by applying specific voltage in between the cathode electrode and the anode electrode, and colliding electrons generated from the emitter and the fluorescent substance layer for causing excitation before being transferred to the bottom condition. The present invention also provides an ultraviolet generation sterilizer comprising the ultraviolet generation lamp.
