The present invention relates to a handstrap manufacture device for a shopping bag and more specifically, to a hand-line manufacture device for a shopping-bag comprising a strap supply unit comprising a square box-shaped base housing, a strap guiding frame, a fixing frame, a rotating roller, and a strap storage box; an iron plate supply unit comprising an iron plate roll, an iron plate drawing guide, and an iron drawer; a press unit comprising a clamp mold and a press; and a cutting unit comprising a cutter; and a strap transporting unit. According to the present invention, by using two tension-maintaining bars, it is possible to constantly produce length of the handstrap having elasticity and rapidly produce.
