PROBLEM TO BE SOLVED: To provide an illumination evaluation method or the like capable of evaluating the degree of glare by digitizing the glare.SOLUTION: The illumination evaluation method includes the steps of: switching the state of light emitted by an illumination apparatus 101 from a non-irradiation state where the illumination apparatus 101 does not apply direct light L1 to a pupil E to an irradiation state where the illumination apparatus 101 applies the direct light L1 to the pupil E; continuously imaging the pupil E in the change process of the state of the light emitted by the illumination apparatus 101 from the non-irradiation state to the irradiation state; creating data of the time change of a pupil diameter in the above-mentioned change process by using image data of the imaged pupil; and calculating a glare evaluation value R of the direct light L1 on the basis of the created data of the time change of the pupil diameter.
