PROBLEM TO BE SOLVED: To formulate a plan for maintenance of an industrial machine for performing specific work.;SOLUTION: A maintenance plan formulation system includes: first measurement means for measuring a value of information that changes in accordance with operation of an industrial machine for specific work; second measurement means for measuring a value of information that changes in accordance with movement of the industrial machine; and a server 110 for formulating a plan for maintenance of the industrial machine. The server 110 includes: a first parameter calculation unit 117 for calculating a parameter indicating the degree of operation of the industrial machine for specific work; a second parameter calculation unit 118 for calculating a parameter indicating the degree of movement of the industrial machine; and a type classification unit 122 for classifying a tendency of use forms of the industrial machine into any of plural predetermined types.
