PROBLEM TO BE SOLVED: To prevent a delivery voltage of a distributing substation from deviating from a target range even when a load shift is carried out when one of a plurality of distribution transformers is stopped or when the stopped transformer is reactivated for return to a regular state.;SOLUTION: The present invention includes: a reactive power calculation unit for calculating, on the basis of reactive power of each of first and second distribution transformers before a transformer stopping operation for stopping the second distribution transformer after a busbar linkage circuit breaker is turned on, reactive power of the first distribution transformer after the transformer stopping operation; a busbar voltage calculation unit for calculating a secondary side busbar voltage of the first distribution transformer after the transformer stopping operation on the basis of the impedance of the first distribution transformer, the reactive power of the first distribution transformer before and after the transformer stopping operation, and the secondary side busbar voltage of the first distribution transformer before the transformer stopping operation; and a determination unit for determining whether or not the secondary side busbar voltage of the first distribution transformer after the transformer stopping operation is within a prescribed voltage range.;COPYRIGHT: (C)2015,JPO&INPIT
