This air-blowing control system is equipped with: a fan (1) having an operation unit (1a) to be operated by a user; a database unit (7) for storing, as a result of an operation performed on the operation unit (1a), an upper-limit value and a lower-limit value of skin temperature that are determined from the relationship between changes in the skin temperature of the user and the history of operations performed on the operation unit (1a) by the user; a temperature measurement unit (2) for measuring a skin temperature; and a control unit (6) that controls the fan (1) so as to reduce the skin temperature of the user when a skin temperature measured by the temperature measurement unit (2) has exceeded the upper-limit value and controls the electric fan (1) so as to increase the skin temperature of the user when a skin temperature measured by the temperature measurement unit (2) has become lower than the lower-limit value.
