PROBLEM TO BE SOLVED: To provide management of a campaign serial number and an issue system.SOLUTION: The management of a campaign serial number comprises: generating at least one scan signal corresponding to at least one bar code, by scanning a bar code; generating a settlement list based on the scan signal; generating an enable signal based on the settlement list and a present condition; reading at least one unused serial number in a serial number master file from a storage unit by the enable signal, and marking the read serial number in the serial number master file as used; acquiring any one in the at least one campaign information file by the enable signal, and generating a coupon on which a serial number is recorded, based on the read serial number and the acquired campaign information file; and printing the settlement list and the coupon on which the serial number is recorded, on a sheet by a print unit.SELECTED DRAWING: Figure 12A
