PROBLEM TO BE SOLVED: To provide a campaign management system for managing a campaign in which a winner can be selected according to a situation of applicants.;SOLUTION: A campaign management system 1 includes: a reception unit 21 for receiving a participation application made in accordance with application information on participation applications published in a publication; a lottery unit 24 for performing a lottery process of determining whether to select an applicant whose application for participation has been accepted as a winner to whom a campaign code that can be used to obtain a benefit is issued.
